NATURAL ENGLAND is the UK‘S government’s advisor on the natural environment. They provide practical advice, grounded in science, on how best to SAFEGUARD England’s natural wealth for the benefit of everyone.
I. Confirmation of Mr Andrew Sells as the Chairman of Natural England by Environment Secretary O.Paterson is absolutely in the category of a serious breach of The BRIBERY ACT 2010 , Sections 1 and 2. that it is an offense for a person either to (i) offer, promise, or give an advantage; or (ii) request, agree to receive, or accept an advantage with a view that the advantage will induce the receiver to act improperly.
1. Giving the position in the government body to a MAJOR TORY PARTY DONOR who has DONATED £137,500 TO THE TORY PARTY is one of the common forms of corruption commonly called nepotism - a government official takes advantage of his or her position to favour a family member or business associate for a job or tender contract.
2. Corruption is traditionally defined as a practice involving a public official abusing her/his position as well.Some of Britain’s most precious landscapes are in danger of being built on because Mr Andrew Sells being a VENTURE CAPITALIST and a HOUSE DEVELOPER, threatens the independence of Natural England and therefore its ability to stand up to the Government on controversial planning decisions.Natural England‘s ‘‘ remit is to help protect England's nature and landscapes, for people to enjoy and for the services they provide, both now and in the future.‘‘
II. Confirming Mr Andrew Sells as the Chairman of Natural England , Secretary of State Department for Environment, Food and Rural Affairs (Defra) Affairs, Owen Paterson seriously breached the FRAUD ACT 2006.
1. Section 2 : Fraud by false representation(1) A person is in breach of this section if he—(a) dishonestly makes a false representation, and (b) intends, by making the representation—(i) to make a gain for himself or another, or (ii) to cause loss to another or to expose another to a risk of loss.
Environment Secretary Owen Paterson choosing a Tory party donor with a background in investment, banking and housing developments without ANY background in ecology and not having a track record of interest in the natural world and speaking about his ‚‘‘particular skills to the Board‘‘which should give scientific advice how to protected wildlife , dishonestly made a false representation (Section2) .
He said: “... I am delighted to have confirmed Mr Andrew Sells as Chairman of Natural England and I look forward to him bringing his PARTICULAR SKILLS and INSIGHTS to the Board.”
In the report published by the Environment, Food and Rural Affairs Select Committee on 13 December, the Committee concluded:
“We are satisfied that Andrew Sells has the PROFESSIONAL COMPETENCE and PERSONAL INDEPENDENCE required for the post of Chairman of Natural England and that he will be well placed to lead the organisation.‘‘
“We are satisfied that Andrew Sells has the PROFESSIONAL COMPETENCE and PERSONAL INDEPENDENCE required for the post of Chairman of Natural England and that he will be well placed to lead the organisation.‘‘
If living on a SMALL FARM, being a KEEN GARDENER and being interested in PLANTING TREES is a massive amount of EXPERIENCE WITH CONSERVATION enough to have been qualified for the post of Chair of Natural England,then Mr Andrew Sells is the greatest wildlife defender ever.
Andrew Sells has been recruited in a way that falls short of the standards set out by the Commissioner for Public Appointments.A statement from the Department for Environment, Food and Rural Affairs (Defra) said: "ALL APPOINTMENTS ARE MADE ON MERIT AND POLITICAL ACTIVITY PLAYS NO PART IN THE SELECTION PROCESS‘‘despite the fact that he Mr Sells has declared he has made donations to the Conservative Party.
Let‘s have a look at ANDREW SELLS‘ ‘‘ PARTICULAR SKILLS and INSIGHTS‘‘ , ‘‘ the PROFESSIONAL COMPETENCE and PERSONAL INDEPENDENCE REQUIRED FOR THE POST OF CHAIRMAN OF NATURAL ENGLAND‘‘. Mr Andrew Sells :
- was an ACCOUNTANT, he worked at a CITY INVESTMENT BANK for 10 years
-was a VENTURE CAPITALIST who looked around for businesses to BUY (often with massive loans from Banks) and BUILD, then SELL them on for a BIG PROFIT . He was MANAGING DIRECTOR OF A VENTURE CAPITAL BUSINESS, which he co-founded.
- was as CHAIRMAN OF HOUSING DEVELOPER LINDEN HOMES from its inception and he CO-FOUNDED LINDEN HOMES, a PROPERTY DEVELOPING BUSINESS SPECIALIZING IN DEVELOPING BROWNFIRLD SITES FOR RESODENTIAL HOUSING. Linden Homes had been a public company with shares being traded on the Stock Exchange. Linden Homes did well and Sells and Davies SOLD THE COMPANY FOR A HEALTHY PROFIT in 2006. The adviser for the sale were Rothschilds. - is a non-exec BOARD MEMBER of a company that RUNS CREMATORIA for local authorities and was CHAIR OF ANOTHER CREMATORIA COMPANY for 10 years previously.
- was also CO-TREASURER OF THE No 2 AV campaign. This campaign was ostensibly a cross-party campaign against introducing a bit of proportional representation into the electoral process (was we know now it would let in many UKIP candidates – is that a reason for not having it?). It turns out that No2AV was actually a bit of an astroturfing outfit, as it WAS PRINCIPALLY FUNDED BY TORY PARTY DONORS (£25k from Sells) and led by Matthew Elliott, who was “on sabbatical” from the thinktank The Taxpayers Alliance, which is apparently funded by a group of Eurosceptic tycoons.
- was TREASURER of the ROYAL HORTICULTURAL SOCIETY
- was CHAIRMAN of the GARDEN CENTRE GROUP, formerly Wyevale. Sells was chair from 2009-2012, of the Garden Centre Group, which owned Wyevale and a number of other Garden Centre chains. And he was in that chair when GCG was SOLD AT A HUGE LOSS to the main shareholders, including £100M write off for HBOS, now Lloyds TSB.
- is also TREASURER TO THE POLICY EXCHANGE. The Policy Exchange is definitely a tory-donor funded Thinktank and they generate all sorts of interesting ideas for and on behalf of the more right wing neoconservative end of the Tory party- has also been asked to CHAIR A GROUP TO HELP THE DEPARTMENT OF WORK AND PENSIONS DEVELOP “best practice” for The Work Programme.

2. Section 3 :Fraud by failing to disclose information.A person is in breach of this section if he—(a) dishonestly fails to disclose to another person information which he is under a legal duty to disclose, and(b) intends, by failing to disclose the information—(i) to make a gain for himself or another, or(ii) to cause loss to another or to expose another to a risk of loss.
Environment Secretary O.Paterson did not mention two important fact concerning Mr Andrew Sells before appointing him as a Chairman of Natural England.
Firstly, Mr A.Sells‘’ FORMER CLOSE PARTNER IS NOW A DIRECTOR AND BOARD MEMBER OF THE HOMES BUILDERS FEDERATION. Linden Homes was focussing its effort to DEVELOP BROWNFIELD SITES IN THE THAMES VALLEY during the 2000s. That should give Mr A.Sells an interesting perspective on Natural England’s continuing engagements with the house builders adjacent to the THAMES BASIN HEATHS EUROPEAN SITES. It can be a serious CONFLICT OF INTEREST!!!It needs investigating!!!
Secondly, as it is mentioned above, Mr A.Sells is TREASURER TO THE POLICY EXCHANGE. POLICY EXCHANGE DEVELOPED THE IDEAS OF BIODIVERSITY OFFSETTING NOW SO POPULAR WITH DEFRA MINISTERS.It can be one of the main reasons why Environment Secretary O.Paterson has made a corrupt and fraudulent decision breaching the BRIBERY ACT 2010 and THE FRAUD ACT 2006. BIODIVERSITY OFFSETTING is being analysed below.
3. Section 4 Fraud by abuse of position :(1) A person is in breach of this section if he—(a) occupies a position in which he is expected to safeguard, or not to act against, the financial interests of another person,(b) dishonestly abuses that position, and(c) intends, by means of the abuse of that position—(i) to make a gain for himself or another, or (ii) to cause loss to another or to expose another to a risk of loss.(2) A person may be regarded as having abused his position even though his conduct consisted of an omission rather than an act.
Secretary of State for Environment, Food and Rural Affairs, Owen Paterson dishonestly abused his position appointing Mr A Sells as a Chairman and intending, by means of the abuse of that position make a gain for DEFRA Ministers and the Uk‘s Government pushing ahead BIODIVERSITY OFFSETTING according to it DEVELOPERS will be allowed to destroy wildlife and woodlands building on woods and other green places, in return for new space for wildlife elsewhere , under government plans published by the environment secretary, Owen Paterson. But environment groups dubbed the plans a "licence to trash nature" and destroy wildlife and woodlands.
Mr.Andrew Sells being Chairman of Natural England which issues licences is the right man to make it easier for new housing and commercial schemes to go ahead .Everybody remembers very well how the Ministers have been frustrated that some major schemes have been obstructed by wildlife concerns, such as the 85 nightingales blocking a £1bn housing development in Kent.
Environment Secretary O.Paterson abusing his position confirmned a Tory donor with a background in accountancy, investment banking and house building to implement his programme of pricing and commodifying nature, of OFFETTING BIODIVERSITY and "unbundling" the living world so that it can be traded on financial markets.
And finally , Mr A.Sells‘ report ‘‘ ANDREW SELLS: Speech to Natural Capital Committee launch of second annual report on Tuesday 11 March 2014‘‘ where he calls NATURE ‘‘ NATURAL CAPITAL‘‘ the same phrase which is used by Mr O.Paterson ,speaks for itself and proves once again that Mr O.Paterson had a corrupt and fraudulent intention appointing Mr A.Sells as a Chairman of Natural England because he does not have the skills, qualities and experience you would need to chair the statutory nature conservation body for England.
Being qualified as a CHARTERED ACCOUNTANT, Mr A.Sells says ‘‘ my qualifications give me a particularly good understanding of the need to build our NATURAL CAPITAL into our ECONOMIC DECISION-MAKING.He speaks about ‘‘ the MICRO ECONOMIC BENEFITS of INVESTING in the natural environment,about CONSUMER behaviour and INVESTMENT DECISIONS in HOUSE PRICES and BUSINESS LOCATION , LABOUR PRODUCTIVITY and physical activity... the issues we face some of the items in my inbox are as follows: CAP REFORM , New Environmental LAND MANAGEMENT Schemes (NELMS) and BIODIVERSITY OFFSETTING;We will work with the GRAIN OF THE POLICIES OF ELECTED GOVERNMENT.
